1. Introduction
The 9th Meeting of the Governing Council of Parties to the Lusaka Agreement held its session on 3rd October 2008 at the Imperial Royale Hotel, Kampala, Uganda. This meeting was preceded by a two-day Experts’ meeting which deliberated on substantive matters pertaining to the implementation of the Agreement and whose proposals crystallized in the decisions adopted during the Governing Council meeting.
2. Attendance
Ministers accompanied by their technical officers from the Parties and other Partners attended the 9th Governing Council Meeting. The delegates came from five Members States of the Lusaka Agreement namely; The Republic of Congo, The Republic of Kenya, The Republic of Uganda, The Republic of Zambia and The United Republic of Tanzania. The Kingdom of Lesotho was absent with apologies. The Republic of South Africa and the Federal Republic of Ethiopia which are Signatories to the Agreement, and the Republic of Malawi were represented at the meeting as observers. The United Nations Environment Programme (UNEP) and the World Customs Organization (Regional Intelligence Liaison Office for East and Southern Africa) were also represented at the meeting. Lusaka Agreement Task Force (LATF) Gets New Head During The Bureau Of The 9Th Governing Council Meeting
1. Introduction
The Bureau of the 9th Governing Council of the Lusaka Agreement appointed Mr. Bonaventure Ebayi from the Republic of Congo the Director at the Meeting held on 16th February 2009 at Laico Regency Hotel in Nairobi, Kenya.
The meeting was attended by Bureau Officers and the Ministers from the Parties to the Agreement accompanied by their technical officers. The Kingdom of Lesotho was not represented at the meeting.
During the same meeting the Bureau also appointed Dr. Abraham Bimo Nkhata of the Republic of Zambia as Field Officer and Mr. Karl Karugaba of the Republic of Uganda, the Intelligence Officer.
The representative of the President of the 9th Governing Council congratulated the appointees and urged all the Parties to support the new Director in fulfilling his mandate
